The Health Inspections Division protects the health and wellness of the person, community and environment by providing inspections to ensure the best quality of living available through surveillance, health and vaccine clinics, public service announcements and communication throughout the City.

The City of Revere passed ordinances in 2015 as a collaborative effort to combat unhealthy properties using Mass General Laws, Ch. 40U for code enforcement.

What this means for the community:

  • Tickets of properties in violation of city and state codes will be issued fines of up to a maximum of $490 per day.
  • Upon receiving a ticket, a property owner has 21 days to payor submit an appeal request a hearing with Municipal Hearings Officer.
  • If no response, owner receives additional notification providing an additional 30 days to pay, and an additional $10 administrative fee will be added.
  • If unpaid after the 30 day period, the ticket, regardless of the initial amount, increases to the maximum $500 and is automatically transferred to the City Collector and becomes a charge against the property that will show up on a Municipal Lien Certificate and the tax bill. These tickets can only be paid at the Collector’s Office in City Hall.

Appeals of Health Division Tickets

If you wish to appeal a violation for a housing 40U ticket, you can now appeal online.

40U Online Appeals

Appeals for any sanitation code violation must be submitted in writing or online within 21 days of the date of the ticket. Appellants can request an in-person hearing or a decision in writing. For any appeal in writing, be sure to submit all evidence with your request, including any photographs or back-up information supporting your argument.

After receiving your request for an appeal, the Health Division will send you a date and time for your scheduled hearing.

All hearings are held every 2nd and 4th Tuesday at 6pm on Zoom. You will be sent a date and a link for your hearing. If you are unable to access Zoom online, you can join by computer.. Only appear if you have received a notification of your scheduled hearing.

Failure to appear at a scheduled hearing will result in the fine being reinstated.

The Hearings Officer is required provide a ruling on your appeal within 21 days of hearing or a written appeal.

Any and all fines that remain after a ruling must be paid within 21 days, or they will increase to $500 per ticket, and must be paid at the Collector’s Office.

Bulky Item Pickup

Items that are considered too large for regular trash pickup may require a Bulky Item Pickup sticker, purchased online at www.revere.org/permitting. The online system replaces the former ‘Sticker’ system. Check out the Fee Schedule.

Residents who purchased stickers and still have them available may still use them. To ensure pickup, we suggest emailing Revere 311to let the City know of your intention to use those stickers, so we can be sure that the sanitation collection company will be on the lookout for your items.

Dumpster License

All Dumpsters within the City of Revere are required to be licensed with the City. For food establishments, commercial buildings, and larger residential buildings, those licenses are through the Health Division, and can be applied for and renewed at www.revere.org/permitting. Licensing must be renewed annually.

Temporary Dumpsters and Pods at construction sites and on the street can be purchased at www.revere.org/permitting. Applications will be approved by the Department of Public Works. These permits cost a $50 application fee, plus $10 per day a dumpster or pod is on the street. Learn more at the Department of Public Works.

Yard Sales

The City requires that all owners and renters apply and be approved for a free permit to hold a Yard Sale. Violators are subject to fine.

Yard Sale Rules and Regulations

  • NO postings advertising a yard sale are allowed on any public properties or on trees, street lights, or telephone poles.
  • Any resident wishing to hold a yard sale must first obtain a permit from the Health Department. The permit must be in public view for the duration of the sale and available for inspection upon request by the Police or Inspectional Services Department.
  • Renters must obtain written permission from the property owner before a yard sale permit will be granted.
  • Failure to obtain a yard sale permit will result in a fine of $100
  • Yard sales may not start before 9:00am or finish after 5:00pm on any day.
  • A property may hold no more than 3 yard sales per address per calendar year. Any permit application for more than 3 yard sales will be denied.
  • A single yard sale may not be longer than 3 days in duration.
  • Yard sales are for the sale of used household items by resident occupants. No merchandising or sales of new merchandise is permitted.
  • All items and equipment utilized for the yard sale must be removed from the site of the sale and stored indoors on a daily basis.
  • Any items not sold after three (3) days must be removed from the site of the sale and placed indoors.
  • Failure to abide by these rules may result in a penalty of $100 for each offense.

Per City Ordinance, all vacant dwelling units in the City of Revere must be inspected, approved for human occupancy, and be issued a Certificate of Fitness before they may be occupied for residential purposes.

Inspections can be scheduled during regular business hours by calling the Housing Inspector, Ricci LaCentra, at the Revere Board of Health: 781-286-8311.

  • The Certificate of Fitness fee is $50.00
  • Rental Units must be completely vacant for inspection purposes
  • Re-Inspections may be subject to an additional fee
  • Property owners who rent their vacant units without obtaining a Certificate of Fitness may be fined $20 per day, for each day the tenant has resided therein

State Sanitary Code: Minimum Standards for Human Habitation

The state sanitary code can be found at 105 CMR §§ 410.000. Residential dwellings must be equipped, at a minimum, with:

  • Kitchen facilities, including a sink, a working stove and oven and space for a refrigerator
  • Washbasins, toilets and a bathtub/shower in a room not used for living, sleeping, cooking or eating
  • Potable water of sufficient quantity and pressure for ordinary use and hot water (110°-130°F)
  • Heating facilities capable of maintaining interior temperatures of at least 68° during the day and not less than 64° overnight
  • Light fixtures in common hallways, passageways and stairways
  • Carbon monoxide alarms and smoke detectors
  • Electricity, gas and water service

Frequently Asked Questions

Where must dumpsters be placed?

Each dumpster must be located at a minimum of ten feet (10') from the lot lines as to not interfere with the safety, convenience or health of abutters for residents. It must not obstruct the view of flowing traffic or be a nuisance. It must be placed on a smooth non-pervious surface in order to be easily maintained. The dumpster location must be approved by the Board of Health before placement.

I received a citation for improper waste disposal. What does this mean?

The Health Department reserves the right to issue citations for trash that is put out improperly. Violations may include: Placing trash out at an improper time; Placing trash outside of barrels and without proper rodent-proof bags; overflowing trash barrels that may attract rodents; placing Bulk Items for pickup without purchasing the required stickers. You must either pay the ticket amount or appeal within 21 days. For more information call 781-286-8311.

I have a complaint about my home/apartment/unit. What do I do?

If you wish to submit a tenant complaint against your landlord for poor unit conditions, you can do so by submitting a service requestunder "Private Property Complaint"; "Tenant Issue". You can also dial 3-1-1 (781-286-8311) to submit your request. Be sure to provide accurate contact information, as the Housing Inspector will require your permission and availability to inspect the unit in question.

How long does it take to correct an exterior Code violation?

If a valid city address is submitted with an exterior code complaint, an inspector will check on the violation within 2 business days, and if a violation is found a citation will be issued. The department will continue to send an inspector back until the violation is corrected. For particularly egregious violations, if no correction is completed the City reserves the right to bring the matter to Chelsea District Court.

What types of violations should I report to Health and Inspection?

The most common violations found by Code Enforcement Officers include:

  • Overgrowth on a property
  • Debris on a property
  • Rodents
  • Stagnant water
  • Graffiti
  • Improperly placed garbage
  • Suspected illegal apartment or rooming house
  • Dangerous sidewalk
  • Work without a permit.

What do I do if my neighbor has trash or overgrown weeds on their property?
